Overall Job Purpose: 

  • To assist the Deputy Registrar Governance & Compliance with ensuring institutional compliance with internal and external regulatory requirements through the exercise of delegated authority to make decisions in relation to particular areas of operation of the institution.
  • In exercising this authority, the Compliance Specialist needs to know, understand and interpret policy and legislation/ regulation and make decisions based on their interplay. These decisions impact institutional compliance and risk as well as its business activities.
  • Their areas of responsibility include preparing, reporting, responding and tracking the institution’s accreditation and registration with the CHE, DHET, SAQA and the DHA. Approving non-standard admission applications; authorising marketing material; handling complaints, queries and appeals from students in relation to the implementation of policies. Complex exceptions to policy or regulation, or legislation are escalated, and the Compliance Specialists need to discern which matters require escalation. Internal Quality assurance of admissions and graduation processes.The Compliance Specialist also issue relevant compliance, admissions and qualification verification letters under the name of the Registrar.
  • They conduct the necessary research, prepare the necessary documentation and communication for signature by the Registrar. They compile aggregated information for regulators, including statutory reports.
COMPLIANCE SPECIALIST

Duties and Responsibilities:

Compliance Reporting

  • Compliance reporting – compilation, submission and tracking of institutional Annual Report, including preparation for external audit of DHET and HEQCIS data.
  • Preparation and compilation of the Institutional Propsectus.
  • Ensuring up-to date Occupational Health and Safety (OHS) reports are received from the Properties department for inclusion in the DHET Annual Report and for submission to the DHET in the case of new sites.

Compliance Tracking

  • Update section A on HEQC-online before first submission.
  • Compilation and submission of applications for amendment (CHE & DHET) immediately after an online accreditation submission in the case of programme submissions and immediately upon being informed by the brands in case of site amendments;
  • Submit invoices upon receipt and follow-up for Proof of Payment.
  • Compliance reporting of international students to the Department of Home Affairs (DHA) .
  • Administration of institutional contracts and agreements.
  • Oversight of the Supplier Registration database and providing support to brands on supplier applications.
  • SACE and DHET reporting on education qualifications.
  • Tracking institutional qualification listing on the SAQA website and communicating any errors or omissions to them.
  • Tracking institutional qualifications on The institutional Registration Certificate and DHET Register and communicating any errors or omissions to the DHET.
  • Preparation and submission of updated institutional qualification site information to the HEQCIS.
  • Keeping an up-to-date qualification compliance tracking system (QCTS).
  • Monitor QCTS daily for upcoming accreditation and registration milestones.
  • Updating the institution on accreditation and registration outcomes.
  • Weekly updates on accreditation, registration and QCTS implementation and maintenance.
  • Checking and approval of marketing material.

Registrar Support and Administration

  • Updating programme history document.
  • Updating of institutional website with site programme information.
  • Pulse campus visits, review of site evidence re compliance to policies and drafting of Pulse Reports.
  • Policy and procedure review.
  • Developing and updating of departmental procedure documents.
  • Scanning of regulatory websites’ and updating institutional documents accordingly.
  • Participating in The institutional Governance Committee meetings.
  • Compile and distribute Sector updates.
  • Updates The IIE website with programme and site information.
  • Ensures that campuses receive all updated Registration Certificates and copies of any relevant DHET correspondence detailing inaccuracies on the Registration Certificate timeously for display on campuses.
  • Keep the folder on Syllabi for legacy/discontinued programmes ip to date

Minimum Educational Requirement:

  • Bachelor’s degree (NQF Level 7).
  • Candidates with a Diploma and more than 10 years compliance experience will also be considered.

Minimum Work Requirement:

  • 3 years proven track record in work in the division of the Registrar or a governance (corporate, education, admissions or legal).
