PARLIAMENTARY AND CABINET SUPPORT

Nature of Appointment: Permanent


The purpose of the post is to provide administrative support to the executive
authority on matters relating to Parliament.

SALARY: R932 292 per annum (Level 11), (the all-inclusive remuneration package
consists of a basic salary, the State’s contribution to both the Government Pension
Fund, a medical fund.

CENTRE: Pretoria, Hatfield

REQUIREMENTS: a suitable NQF level 6 or 7 degree in business administration, public administration, or political science. A minimum of five (5) years of experience, with three (3) of those years being spent in middle management. An assistant director, or similar work experience in an office administration setting.

Both skills and Knowledge: Broad knowledge and comprehension of the functional areas covered by the executive authority’s portfolio. Familiarity with the Minister’s operations; demonstrated management skills; practical understanding of South Africa’s political and parliamentary processes. Computer literacy; both written and verbal communication abilities.

DUTIES: The chosen candidate will keep an eye on events in both Parliament and the legislature to find issues that affect the Minister’s portfolio. This will include among other things, reading Hansard speeches, portfolio and standing committee minutes. Keeping an eye on legislative structure meetings to find issues that affect the Minister’s portfolio, communicating with structures like portfolio. Standing committees on issues that affect both the Minister’s portfolio and briefing departments on decisions made.

Provide an efficient and effective parliamentary service, which will include, among other things, ensuring departmental representation in parliamentary events, both facilitating prompt and appropriate responses to parliamentary questions in the format specified by Parliament or the legislature, and compiling cabinet memoranda, speeches, submissions, briefing notes, and other documents as needed.

The department should also get policy and procedural guidance and help regarding important parliamentary events, such as the Minister’s budget vote. When necessary, arrange and manage travel between the Cape Town and Pretoria offices during parliamentary sessions. In Pretoria and Cape Town, oversee and manage the packaging, shipping, and unpacking of government documents and equipment.

Oversee household transport to and from Cape Town. To make sure the application is correctly interpreted, review both the pertinent departmental and public service guidelines, policies, and other documentation. Keeping abreast of relevant regulations, rules, and procedures guarantees that the Minister applies terrain. Keep up with both the processes and procedures that apply to the Minister.
